Kartun ini menggambarkan situasi ironis yang dialami
oleh pegawai negeri di masa reformasi. Dilukiskan bagaimana bingungnya pegawai negeri tersebut oleh karena perintah yang datang dari atasan mereka tidak seragam. Ada yang memerintahkan mereka untuk netral dari partai politik (dalam hal ini Kementrian Dalam Negeri); dan ada yang memperbolehkan mereka menjadi pengurus partai (dalam hal ini Kementrian Sekretaris Negara). Dalam hatinya pegawai negeri itu sebenarnya tidak peduli. Karena yang penting kesejahteraan mereka tidak terganggu. Ini digambarkan dengan bagaimana eratnya
ia menggenggam sembako (sepuluh macam
bahan kebutuhan pokok).

(Public Servants)
This cartoon illustrates how ironic the situation faced by public servants is in the reform era. It describes how confused they were when they received very conflicting orders from their superiors. There was the ministry of interior which asked them to be neutral to political parties. There was also the ministry of the secretary of state which pemitted them to join the political parties' leaderships. Basically, this public servant was not concerned with these issues at all. For them, the most important thing was that their welfare should not be disturbed. This is illustrated by how tightly he holds "sembako" (ten basic needs).
