Kartun ini menggambarkan berbelit-belitnya proses implementasi kebijaksanaan publik di Indonesia. Dilukiskan bagaimana susahnya menyalurkan bantuan dana dari Bank Dunia untuk Jaringan Pengaman Sosial (JPS). Seringkali untuk mendapat bantuan resipien harus mempunyai hubungan khusus dengan birokrat (dalam bentuk KKN). Tetapi dimasa reformasi ini, birokrat itu menanyakan KTP (Kartu Tanda Penduduk) kepada resipien. Meskipun demikian sang birokrat masih terpeleset menanyakan KTP sebelum KKN.

This cartoon illustrates how complicated the implementation of public policies in Indonesia was. It describes how difficult it was to allocate the World Bank funds for Social Security Net in Indonesia. For much of the past, in order to be able to get those funds, the recipients needed to have special relationship with the bureaucrats (in the form of Koncoism, Collusion, and Nepotism). However, in the reform era, that bureaucrats ask for a KTP (identity card). Unluckily, he slipped by asking for KKN before KTP.
